Double H Windpower sells and supports the installation of the Windspire, a 1200W IPR, VAWT. This vertical axis wind turbine is only 30' tall. It makes almost no noise and is ready to plug into the grid.
The Windspire is 600 lbs of high grade materials and requires an adequate foundation. The complete installation and turn-on in San Diego County requires contact with three major bureaucracies (SDCDPLU, SDG&E, CEC,) a hole full of concrete & steel and an electrical installation.
There is a Double H Windpower Windspire in Jacumba on Old Hiway 80 at mile marker 33. It is on a 'net-metered' account with SDG&E. And, if you like this sort of thing, it is a work of art.
Issues regarding approval of local installations of this appliance are, as yet, unsettled--a constant refrain.
We applied for our first permit in late May, 2009. Since July the Office of Noise Control has denied all claims and rejected all noise studies submitted by Double H Windpower. Since the "turn-on" of the "Original Windspire"in Jacumba, this Office of Noise Control has visited the site, made remarks about the Quietness of the appliance and gained clearance from the property owner to conduct a study. We have no study but we have a permit in process that will attempt to obtain an 80' setback.
At the same time there is still a requirement to certify to UL6140 & UL6141 with an Engineering Field Study. This is now a requirement that when met will have a county certification for one year. We will meet this requirement either when new standards become available or the department allows a second permit (since May 2009.)
At the Jacumba installation, in the space of three weeks: the Windspire was--owner assembled, owner raised, SDCDPLU inspected & approved, SDG&E inspected & approved, placed on Net-metering. This happened in
February, 2010.
There was a meeting at SDCDPLU in February at which the department promised to put on paper the specifics on which our conversation had gone aground, we are still waiting.

Issues regarding approval of local installations of this appliance are, as yet, unsettled. There will be a meeting at Ruffin Rd. San Diego, SDCDPLU on the 17th of February. This will be a discussion of the various terms and statements that have been made by the permitting authority since May of 2009. We expect that this meeting will get us closer to offering the Windspire to the public of San Diego County.

At the meeting of the 17th we were promised a letter by Friday 2/26 in which the department's requirements would be made known. It is now Monday, March 15th. In response to multiple requests a new promise has been made. Their stated objections, made without elicidation, are that this appliance may be unsafe and too loud.
The Windspire has the current available certifications which are referred to in UL6140-41. SDCDPLU admits they have not seen a copy of these documents and understands that they are not yet standards. SDCDPLU admits that they should produce elucidation of their requirements. I fear they may not have the ability.
SDCDPLU refuses to issue even a second permit for the installation of one of these appliances. Until then the private citizen must be content to watch the construction of two-hundred foot commercial towers and will not be able to take advantage of the current rebates and tax credits which reduce a typical installation by about one-half.
